I'd like to customize the output of the attachments plugin. I don't see a tmpl folder. How do I create an override? Thanks.

Hello Mark,
Unfortunately, it is not currently supported. Normally layout overriding is only available for modules and components.
Best regards,
Victor Nguyen.
